One month into governance, TRS chief and Telangana Chief Minister KCR has shown his mettle as both an able administrator and a personality who will not accept any nonsense from any quarter when it comes to development of Telangana state.
On the positive side, KCR has taken some firm decisions, particularly cracking a whip on the land encroachments in Hyderabad.The massive demolition drive against illegal constructions in Gurukul trust lands of Hitech city, Madhapur has sent the right signals that he will touch any one however big and high placed. In all earnestness, KCR commenced the clean up operation in Hyderabad , with a pledge to make it clean, green and beautiful without garbage.
Telangana’s first Chief Minister K. Chandrasekhar Rao, who sworn in on June 2, appointed day of the State, has successfully completed one-month on Wednesday . KCR's one-month rule witnessed mixed reviews as there are only a handful of positive developments while most of them sparked off controversies. Here is our take on KCR's onemonth rule.
During this one month, KCR made two trips to New Delhi to plead with the Central Government for additional funds and infrastructural investment support. Both have become plus points for him. He has first set the house in order ( his party, his cabinet,his advisers, Assembly and the govt). Now the focus is on fulfilling all the poll promises made during the general elections - 2014 that gave him and the party landslide wings.
Everyone knows that KCR is a workaholic and is giving sleepless nights to the bureaucracy.He also proved that despite heading administration of a state for first time KCR is several paces ahead in administration and policy making. His daily review meetings with the officers and maintenance of Law and order, have mirrored his administrative skills and the fine tuning of his management of people and affairs .By making Bonalu ,Bathukamma and Ramzan as state festivals and celebrating the birth anniversary of former Prime Minister PV Narasimha Rao in a grand way, he has proved that he would give due importance to things that matter Telagnana most. KCR’s report card of one month rule shows more plus (credits) rather than debits.
- Polavaram Row : He has been very firm on Polavaram against Telangana bandh protesting Centre's ordinance to transfer mandals and villages of Khammam into Andhra Pradesh.The one day Bandh and the Telangana assembly resolution against the Polavaram ordinance spoke volumes of his commitment for principles he upheld .
- Farm Loan Waiver : KCR somersault on farmers loan waiver has been well understood by farmers. Everyone is awaiting the final announcement on loan waiver of Rs.1 lakh. On the other hand TRS is waiting for the central decision on farmers loan waiver.
- Fee Reimbursement Issue : KCR’s announcement that Telangana government will not pay tuition fee of backward students of Andhra Pradesh studying in Telangana has stirred up a hornet's nest .Though Seemandhra students are guaranteed admission in T institutions by AP Reorganization Act, 2014, they do not get welfare of tuition fee reimbursements.This also invited backlash from AP Government.
- Gurukul Trust Land : KCR government decision to demolish all illegal con structions in 625 acre land of Gurukul Trust lands, located in Ayyappa Society of Madhapur has put pressure on corrupt elements promoted by the past congress government. TRS government has passed strict orders to demolish all "illegal constructions".
- Hyderabad Metro Rail Project : KCR's decision to change the layout of Hyderabad Metro Rail Project to save the heritage sites in Nampally and Sultan Bazar has all indications to further delay in project by the miffed L&T management. KCR wants historical landmarks and constructions to be exempted from demolishing and ordered officials to chalk out better, new plan.
- Police Reforms : KCR introduced far reaching police reforms, modernization of Hyderabad police,to make them fighting fit as in Singapore.T-government has decided to provide brand-new Innovas to cops and even planning to change the color of their uniform if possible.
- Water issue : KCR’s decision on sharing of Krishna water is being contested . His argument of exploitation by Seemandhra is the crux of the T government decision to oppose release of 10 TMC of Krishna water to Krishna delta. Post bifurcation, the sharing of Sagar water between Telangana and new state of Andhra Pradesh turned out to be burning issue at national level. Despite many attempts and requests by AP government, T-government choose to snub it. Central government too ordered T-government to share water to AP.
- Ban on TV9, ABN : The KCR government passed a resolution in the assembly against the news channels. While KCR alleged ABN for its "anti-Telangana government" stand, he has a valid point for blaming TV9 as it aired a program apparently "demeaning" its leaders.The blocking of telecast of news channels TV9 and ABN in 10 districts of Telangana from June 16 has triggered backlash from social, media organizations buidling social pressure on the TRS. TRS and T govt have won the psychological battle let loose by TDP and Chandrababu Naidu govt against environment of development in Telagnana .One Australian and another US company have come forward to set up units in and around Hyderabad. KCR's son-IT Minister KTR had brought the focus on Telangana resources, IT infrastructure and Communication sector.
Within one month the TRS and KCR have broken the myth that the T-government is not business-friendly and that many ( as many as 700) have shifted base to Seemandhra. In between, KCR and KTR made quick moves to send good signals and successfully stalled the exodus of companies and migration of software personnel.This is one step which has given thumbs up for the T-government. On whole, KCR's one month rule has got kudos from industry and professions however the political analysts,observers and politicians however continue to have their own reservations.There are many promises which left unfulfilled and there is a long way to go for the government.That apart everyone say that not only Chandrababu , even KCR doesn’t have a ' magic wand '.
To put it in KCR's words ( as told to party workers and MLAs at recent meeting after the electoral victory). “Every one is looking at us to see that we fail .They think we are all street fighters without any experience in administration and governance. They think we can’t run the government.All we have to do is disprove them and ensure that we succeed and do a better job than the Seemandhra leaders".
